Town of Buffalo Ordinance Manual, Section 4A - 102(A/B), 103 (1,2,3,4), 105
and Section 4B - 121, 122.

The ordinances break down as follows:

Section 4A - 102(A/B) - Running at large, owners cited, enclosures
Section 4A-103 (1,2,3,4) - Control of animals required, regulated
Section 4A-105 (A/B) - Noisy animals, nuisance, vicious animals
Section 4B-121 (A/B/C/D) - Rabies vaccination required, certificate of vaccination: Tags
Section 4B-122 (A/B/C) - Licenses required

It has been said that the wording of ordinances in and of themselves has become so difficult to read that there are some misunderstandings that occur just in interpretation. So, below is the breakdown in "layman's terms."

4A-102 (A/B) - Dogs may not run loose in the Town of Buffalo. They can be picked up and placed in the pound. There are fees attached as well as an ordinance violation.

4A-103 (1,2,3,4) - It is against the law for someone to allow any animal to run loose in town. Inhumane treatment against any animal is prohibited. It is unlawful to allow any animal to become a nuisance due to noise, odor or sanitation that may be offensive to a reasonable person. It is unlawful to allow a health hazard based on containment of said animals. It is against the law to release a dog which is restrained or in a confined enclosure.

4A-105 (A/B) - You must control your animal in regards to frequent or prolonged noise which disturbs others in the area. This constitutes a nuisance. No person shall keep any animal which is a nuisance or defined as vicious.

4B-121 (A/B/C/D) - All dogs and cats over 6 months old must be vaccinated annually. Written proof must be available upon request. It is the duty of the owner to place a tag on each animal.

4B-122 (A/B/C) - All dogs over the age of 6 months must have a license issued by the town clerk. Fees are $3.00 for males or fixed females and $5.00 per females non-fixed. To receive a town license you must present proof of vaccinations.

For those who are unaware of fees, there is a $50.00 fee for each ordinance violation and for each consecutive day that it is not corrected.
